Innate Project Solutions (In8) delivered full lifecycle project management services for the construction & commissioning of two lagoon infrastructures at the Barooga Water Treatment Plant. In8 was engaged partway through the procurement process and assumed responsibility for finalising procurement, resolving design issues and delivering the project through construction, surveillance, quality assurance and handover within a live operational environment.
The project required careful staging, environmental management and close coordination with Council operations staff to maintain uninterrupted water treatment performance throughout construction.

In8 assumed responsibility for the project during the procurement stage, finalising tender activities and transitioning the project into construction. Following contract award, In8 also managed design clarifications, constructability issues and delivery risks to ensure the lagoon works could be delivered safely and in compliance with operational and environmental requirements.
The works were delivered within an active water treatment plant, requiring disciplined staging, continuous coordination with operations staff and focus on quality assurance and surveillance throughout construction.
Scope of Works
- Review and continuation of procurement process, including tender clarification and contract award support
- Design coordination and resolution of design issues identified during construction
- Development and implementation of Project Management Plan, Engineer’s Estimate updates and delivery program
- Environmental management planning and compliance oversight
- Coordination with Council operations staff to maintain continuous treatment operations
- Construction of lagoon embankments and associated earthworks
- L lagoon clay liner installation, including subgrade preparation and protection measures
- Inlet and outlet pipework installation and integration with existing infrastructure
- Construction surveillance and quality assurance inspections
- WHS, environmental and quality compliance management
- Contract administration including progress claims, variations, RFIs and EOTs
- Inspection, testing, commissioning support and handover
Design Coordination, Surveillance & Quality Assurance
- Managed resolution of design issues encountered during procurement and early construction, ensuring constructability and compliance with operational requirements.
- Provided regular site surveillance to verify works were delivered in accordance with approved designs, specifications and environmental controls.
- Implemented QA processes to monitor liner installation, embankment construction and pipework integration.
- Coordinated inspections, testing and defect rectification prior to commissioning and handover.
Outcomes
The Barooga WTP Lagoon Upgrade has improved treatment reliability, environmental compliance and long-term resilience of Council’s water treatment infrastructure. The upgraded lagoon assets support improved operational performance while reducing compliance and maintenance risks.
