Project Overview

Location: Hardinge Street (Cobb Highway, HW21), Deniliquin, NSW  |  Client: Edward River Council, jointly delivered with Transport for NSW  |  Role: Program management (development phase); Contract Administration and Surveillance under AS4000-1997 (delivery phase)

In8 was engaged as program manager for the development phase of the Hardinge Street program, and now holds the Contract Administration and Surveillance role for the delivery phase. The program addresses pavement condition, drainage performance, utility capacity, heavy vehicle access, safety and resilience along a key corridor of Deniliquin's town centre, and is delivered as a program of separate work packages coordinated across two funding partners rather than a single head contract.

Development Phase

In8 was engaged as program manager for the development phase of the Hardinge Street program. Development-phase services included:

• Design documentation review, including channelisation, stopping distances, lateral shift requirements and bus stop relocation, in liaison with relevant authorities
• Safety in Design review
• Preparation of specifications, including the G1 Specification document
• Funding management and apportionment of costs across project stages, under the ERC–TfNSW Memorandum of Understanding
• Review of environmental factors, including the Step 2 Memo and Noise Management Plan
• Review of Aboriginal heritage factors, including AHIMS search and PACHCI report
• Preparation and review of management plans
• Development of engineer's estimates for each stage of construction
• Utility relocation coordination with service providers, including Telstra, nbn and Essential Energy
• Preparation of tender documentation and participation in tender evaluation
• Program-level governance, delivery program and work package register
• Risk, action and dependency registers

Delivery / Construction Phase

Physical works are delivered as a program of separate work packages rather than a single head contract. In8 holds the Contract Administration and Surveillance role for ERC-led civil works under the AS4000-1997 General Conditions of Contract, applying a structured Contract Administration and Surveillance Plan covering quality surveillance, safety and environmental surveillance, cost and claims administration, and risk and issue management. Watermain works are delivered under MW21 conditions of contract.

As at September 2026, watermain works (Stage 1 and Stage 2) and Telstra/nbn utility relocation are complete, and Civil Stage 1 and TfNSW-delivered Pavement Stage 1 are complete.

In8's program management scope during delivery spans:

• Program governance and reporting: KPI and monthly reporting, PCG meetings, Action Tracker, Risk Register, and decision/change/dependency log maintenance
• Contract administration: claims, variations, extensions of time and closeout across Stage 1 Civil, Stage 2 Watermain, Telstra/nbn relocation and enabling works, plus RMCC obligations
• TfNSW interface and PMF assurance: Action Plan delivery, Form 804 Assurance Actions, TfNSW Gate 3 and Gate 4 submissions, design approval coordination, RMCC handover, and Stage 1 Pavement handover to TfNSW Operations
• Financial and funding governance: TfNSW monthly claims, Council milestone claims, Commercial Workbook updates and apportionment tracking, and funding evidence pack assembly
• SIMOPs and construction coordination: fortnightly SIMOPs meetings, cross-package interface register, traffic staging coordination, corridor communications and stakeholder management

Scope of Works

• Kerbs and gutters: approximately 2,730 linear metres
• Stormwater drainage: approximately 891 linear metres of pipework across 54 structures (pits, culverts, house drains)
• Pavement reconstruction: approximately 9,275 m² (Council and TfNSW-delivered combined)
• Watermain installation and utility relocation (Telstra, nbn)
• General concrete paving, footpaths and driveway crossovers
