Roads & Infrastructure Program Delivery
Embedded program and project delivery support for annual roads, transport and civil infrastructure programs, integrating planning, procurement, contract administration, surveillance and close-out.
In8 supports councils to deliver annual roads and infrastructure programs as a coordinated portfolio rather than a disconnected set of projects. Our role spans early scoping, delivery packaging, procurement, contract administration, site surveillance, reporting and closure, allowing councils to align operational priorities, funding requirements and delivery sequencing across a full financial year.
At Edward River Council, this model has supported delivery of a roads and infrastructure program of approximately A$7 million in FY2024/25, including local road reconstruction, urban renewal, regional road reseals, gravel road resheeting, footpaths, road design packages and multi-funded upgrade projects such as Pretty Pine Road.
Program Overview
In8 has supported Edward River Council in the planning and delivery of annual roads and civil infrastructure programs across multiple funding streams, asset types and delivery models. Rather than acting only at an individual project level, our team has operated as an embedded extension of Council’s delivery capability, integrating program controls with day-to-day project execution.
The FY2024/25 roads program included local road reconstruction, reseals, gravel resheeting, footpath works, regional road activities, design packages and enabling works. This program also included major and strategically significant projects such as the development phase of Hardinge Street Reconstruction and the multi-funded Pretty Pine Road Upgrade.
Our services have included scoping based on operational feedback and inspections, packaging of works, procurement support, contractor and supplier coordination, cost management, reporting, surveillance and project close-out. This approach has enabled Council to move from isolated project delivery toward a more structured annual program model.
Included Workstreams
- Hardinge Street Reconstruction – development phase, design coordination, approvals and packaging for delivery
- Local road reseal program – scope definition, supplier coordination, reporting and close-out
- Gravel road resheeting – embedded project engineering and surveillance support with Council operations
- Footpath delivery packages – scoping, procurement, contract management, surveillance and completion
- Regional road reconstruction and reseal works – planning, procurement, surveillance and closure
- Road construction design – scope identification, design progression and enabling packages for procurement
- Pretty Pine Road Upgrade – widening and reconstruction under a multi-funded delivery environment
What This Delivery Model Achieves
- Clear linkage between annual planning, project packaging and delivery execution
- Stronger cost visibility and prioritisation across the full program
- More effective use of Council crews, contractors, suppliers and plant
- Integrated surveillance and contract administration rather than disconnected oversight
- Better readiness for funding compliance, reporting and future works planning

How We Deliver Annual Roads Programs
Why Councils Use In8 for Program Delivery
Embedded Delivery Support
We work inside the program environment, supporting practical delivery decisions rather than operating as a detached external reviewer.
Program and Project Integration
We connect annual planning, project packaging, procurement, contract administration and surveillance into one coordinated delivery system.
Commercial and Field Control
Our model combines contract administration with on-ground surveillance, improving cost control, quality and close-out discipline.
Funding and Governance Readiness
Where funding or reporting obligations apply, we help councils maintain traceability, evidence and delivery confidence across the program.
